“台湾不独,中共不倒,民主无望。”
——我们在海外听见了这样的呼声。这不仅是一个流亡者的口号,更是一句对时代的清醒诊断。面对极权压境、宪政理念被削弱的当下,我们必须重申: 中华民国是中国唯一具备宪政正当性的政府,中华民国宪法不仅保障台湾,更承载着中国人民追求自由的希望。
一、中华民国宪法,是对全体中国人民的承诺
中华民国宪法于1947年制定,作为全中国人民的共同契约,其宗旨在于统一国家、保障人民权利、实现宪政民主。今日在台湾延续的中华民国,绝不仅是一个“地方政权”,而是中国法统的延续,是抵抗中共极权的宪政堡垒。
我们遗憾地看到,近年来岛内部分言论与政策,试图将中华民国“地方化”“台岛化”,在潜移默化中淡化其对大陆的宪政责任。这种趋势若持续发展,不但将削弱台湾的历史合法性,更可能断绝中国人民对宪政未来的希望。
二、台湾的自由不能建立在对中国苦难的漠视之上
有人说:“我们只要守住台湾就好。”但我们必须清醒认识:若中共政权不倒,台湾将永远活在战备与恐惧中;若中国人民不能获得自由,台湾民主的典范意义将失去根基;若中华民国放弃对全中国的法统声索,我们在国际上的正当性将遭受根本质疑。
中华民国存在的意义,正是在于它是一个与专制中国对立的自由中国。只有坚持此立场,台湾才不仅是岛屿,更是理念。
三、我们呼吁:重申宪法定位,担当民主火炬
在此,我们严正呼吁台湾当局、立法院与各党派:
1. 公开确认《中华民国宪法》对全体中国人民有效,拒绝“台独宪改”或变相“法统切割”。
2. 建立系统性的“对中共极权政策”与“大陆人民支援机制”,将人权、民主、思想自由纳入国家核心战略。
3. 协助流亡异议者、良心犯家属、遭压迫的知识分子,成为他们的政治庇护之所。
4. 在国际场域积极揭露中共对人类自由的威胁,并提出:“一个宪政中国”愿景作为中华民国替代中共专政的路径。
四、中华民国不应沉默,台湾不能独善其身
中共之所以惧怕中华民国,不只是惧怕台湾的军力或科技,而是惧怕宪政的正当性与文明价值。这正是我们的最大优势。
我们不能只讲“台湾的未来”,更应思考“中华民族的出路”;我们不能只争“岛内选票”,更应思考“历史交代”。
台湾不独,民主才不沦为地缘妥协;
中共不倒,自由才不会成为特权小岛的孤岛。
我们愿共同守护中华民国的宪政精神,照亮那片仍在黑暗中的中国大地。

Taiwan must uphold constitutional justice, and the Republic of China must not relinquish its responsibility to reclaim China.
“If Taiwan does not seek independence, if the CCP does not fall, democracy has no hope.”
— This is not merely a slogan of exiles abroad, but a sober diagnosis of our times. In the face of encroaching authoritarianism and the weakening of constitutional ideals, we must reaffirm: the Republic of China (ROC) is the only government of China with constitutional legitimacy. The ROC Constitution not only safeguards Taiwan but also embodies the hope of freedom for all Chinese people.
I. The Constitution of the Republic of China is a promise to all Chinese people
The ROC Constitution, promulgated in 1947, was established as a common covenant for all Chinese people. Its purpose is to unify the nation, protect the rights of the people, and realize constitutional democracy. The Republic of China that survives today in Taiwan is by no means merely a “local regime.” It is the continuation of China’s legitimate constitutional lineage, a constitutional bastion against the tyranny of the CCP.
We regret to see that in recent years, some discourse and policies on the island attempt to “localize” or “islandize” the ROC, subtly eroding its constitutional responsibility toward the mainland. If this trend continues, it will not only weaken Taiwan’s historical legitimacy but also sever the hope of a constitutional future for the Chinese people.
II. Taiwan’s freedom cannot be built on indifference to China’s suffering
Some say: “As long as we guard Taiwan, that is enough.” But we must clearly recognize: if the CCP regime does not fall, Taiwan will forever live under the shadow of war preparations and fear; if the Chinese people cannot gain freedom, the exemplary significance of Taiwan’s democracy will lose its foundation; if the ROC abandons its constitutional claim over all of China, its international legitimacy will face fundamental challenges.
The true meaning of the ROC lies in being a Free China that stands in contrast to authoritarian China. Only by upholding this position can Taiwan be more than an island—it can be a principle.
III. We call for reaffirmation of constitutional positioning and the bearing of the torch of democracy
Here, we solemnly urge the Taiwan authorities, the Legislative Yuan, and all political parties to:
- Publicly affirm that the ROC Constitution applies to all Chinese people, rejecting any “Taiwan independence constitutional revision” or disguised “severing of constitutional legitimacy.”
- Establish a systematic policy toward the CCP’s authoritarianism and a support mechanism for the people of mainland China, making human rights, democracy, and freedom of thought core elements of national strategy.
- Assist exiled dissidents, families of prisoners of conscience, and persecuted intellectuals, making Taiwan their place of political refuge.
- Actively expose the CCP’s threat to human freedom on the international stage, and present the vision of “One Constitutional China” as the path for the ROC to replace CCP dictatorship.
IV. The Republic of China must not remain silent; Taiwan cannot think only of itself
The CCP fears the ROC not merely for Taiwan’s military strength or technological advancement, but because of its constitutional legitimacy and civilizational values. This is our greatest advantage.
We must not speak only of “Taiwan’s future,” but of “the destiny of the Chinese nation.” We must not think only of “votes within the island,” but of “accountability to history.”
Only if Taiwan does not seek independence will democracy not degenerate into geopolitical compromise;
Only if the CCP falls will freedom not be confined to a small island, isolated from the world.
We are willing to jointly safeguard the constitutional spirit of the Republic of China, to cast light upon that vast land of China still shrouded in darkness.
